The gap in who shapes environmental decisions is now partly a gap in who can use the tools those decisions are built on. This pillar treats digital and data skills as infrastructure for everything else in the portfolio.

How we will measure it

USAW is pre-launch, so these indicators have no baseline yet. Baselines will be set during Phase 1 research and reported annually, disaggregated by sex and age.
