Underrepresentation in green enterprise is not a capability gap. It is a gap in access to capital, networks, and the platforms where deals are made. This pillar addresses all three at once, because addressing only one of them does not move a business.

How we will measure it
USAW is pre-launch, so these indicators have no baseline yet. Baselines will be set during Phase 1 research and reported annually, disaggregated by sex and age.
