Energy poverty is measured in hours - hours spent gathering fuel, hours lost to smoke and illness, hours a business cannot trade after dark. Those hours are overwhelmingly women’s. This pillar returns them, and makes the returning of them a livelihood.

How we will measure it

USAW is pre-launch, so these indicators have no baseline yet. Baselines will be set during Phase 1 research and reported annually, disaggregated by sex and age.
